The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I just did a rebuild and everything worked fine until I downloaded Open IV. After downloading, I copied update and x64 folders into mods in my main game directory and tried starting the game to see if it would load. After a few seconds it crashes. Is this due to a permissions malfunction? I have tried everything I know to do but have hit a brick wall repeatedly. I am at my wits end, please, please help!

Exactly when or where does it crash?  In your main game directory you have a mods folder. In the mods folder you copy/pasted those 2 update and x64 folders.  I'm sure you did that, just need to be sure.  It is probably something else making it crash.  What error message do you get?  Or if you can upload your RPH log (text document), in your main game folder then maybe we can help you.
