The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

1. Open the commandline.txt file, found in your main Grand Theft Auto directory, delete everything inside the file then add -windowed and save the file.
2. There is a duplicate entry somewhere in your grammar polices CustomRegions.xml it could be a duplicate zone or anything really.

You were right about the custom regions (ultimatebackup), my dumbass decided to have all the park agencies jurisdictions put under the highway patrol as well. Problem solved, thank you so much
