The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

If you have removed all of your mods, including graphics, audio, cars, etc, I can only recommend a fresh re-install of the game, and trying it again. Even though you've already tried it, if it doesn't work again, I'd recommend getting in touch with Rockstar Support at https://support.rockstargames.com

    Your LSPDFR, at least from looking at this log, doesn't seem to be botting up properly. Try launching your GTA, from Steam or Epic Games Launcher, whichever, and wait until your game has fully loaded
