The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I have lspdfr installed already and I would like a clean copy of gtav folder with nothing to do with lspdfr in it. 
How do I get another folder/ files of gtav clean copy?

would I need to install gtav again or, I’m unsure on what I have to do

Did you make a backup copy before installing LSPDFR?

 

If not, rename the current GTA V copy(folder) to anything other than Grand Theft Auto V. Then go to steam, or wherever you purchased the game from, and redownload the game from there.

Do I have to redownload the game or can I click backup game files and get a new folder from there?

EDIT: I just got back into lspdfr and my game needed a update so after the update finishes would I have to uninstall gtav and redownload it?

There is absolutely no need to redownload the game.
If you have enough space and you would like to make a clean version of the game you can simply make a copy of your game directory in the same bas location as your current game directory then clean the new one according to this screenshot.

To be clear though you should end up with two Grand Theft Auto V folders in the same directory one called "Grand Theft Auto V - Clean" (or whatever else you would like to call it) and one called  "Grand Theft Auto V" nothing else. When you want to do anything with a specific folder (play/verify/install mods etc) make sure the folder you want to use is called "Grand Theft Auto V" and nothing else and the second folder you don't want to use is named something other else.
Then lastly verify the clean one (once you've renamed it to "Grand Theft Auto V") to make sure everything is in working order.
