The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

It's possible other mods could be conflicting with lspdfr plugin such as like car mods and script hook mods along with Mod menus like car spawner an enhanced mod menu and add-on car. could those mods be causing my lspdfr plugin to crash?

I think I may have figured out the problem. I removed all the mods out of my GTA V folder and just installed the lspdfr files and added a few police cars and it did not crash
