I'm somewhat new to this game, and have had some recent issues with I call for more units to back me up. If I call more than twice in the bad neighborhoods for example, it seems like at least 20-25 vehicles show up, and then the game crashes. Any help would be appreciated. 

You are pushing the game to its limit. Regardless in any given situation, calling 20-25 backup units is not ideal, and you may expecting a crash any time soon.

Do you use ultimate backup or the vanilla lspdfr backup option?

Please go in game:

Go on duty

Call for backup

wait for backup to show up and confirm you are still getting way more than you called

exit the game
