Solution

As you can see in the attached image, sometimes I get this message pop up whenever I check a suspect on the computer and there's no picture of their face.

I've tried searching around google and the forums but I couldn't find anything, so forgive me if this has been posted before.

EDIT: Nevermind, you just gotta use the in-game camera function from the cellphone, sometimes I'm so retarded lol.
