Grab this - rightclick - run it as admin.
( .bat file to move directx files out of system32/syswow64 )
( it should open 2 explorer's with the moved-to folders - with 90 files in each)
(rightclick/edit and look if you don't believe me~)

If you still have the problem - I'd use DDU on your gpu drivers and reinstall them.
Still? I'd eyeball other background apps/overlays like msi/rtss/etc and close/test.
I'd also be sure you didn't litter your gtav folder with non-vanilla files.
(open gtav folder - delete ANYTHING that is NOT a folder, AND NOT .RPF - verify cache)
