problem with EUP L and O and EUP Menu

Ok so Ive dragged and dropped EUP L and O and EUP Menu first into the main directory and then I have also tried a direct into plug ins.  Ive reloaded all plugins both times and still I get an error message stating EUP menu error due to me not having L and O installed.  What am I doing wrong here?  I also get the same when i try to install the EUP S and R pack too. I am at a loss can someone please help me?
