Cars, custom peds, gunshot etc dosn't work

Hi, I was playing LCPDFR yesterday and it worked completely fine. But today when I started GTA I noticed that the cars were not spawning as the replacement cars but they spawned like the original ones. I got on duty and my character look very weird and none of the clothes I added were left. What's wrong? I have verified the game files through steam and I have completely wiped the mods folders and installed everything from the beginning but to no success

 

Any recommendations on what to do?

I need to add that my custom map, fuel mod dosn't work ether
