I just downloaded GTA five on Steam and I also downloaded Lspdfr with the Rachel hook script but my computer is in allowing me to play it says the version of GTA five is not compatible how do I fix that is there a way to fix that when will rage hook plug-ins be up-to-date to allow me to do Lspdfr

Not sure what Rachel hook script is.  Haha, looks like an auto correct.  Anyway, after installing GTAV it probably needs to update.  It should do that automatically.  That is probably why you're getting that version difference. LSPDFR and Rage are up-to-date. 

I'm going to take a different stab in the dark.

You probably installed RAGE from the website, which is not updated. You must acquire it from the LSPDFR manual install.
