RPH Error: slow system or insufficient permissions/bad anti-virus

Hello everyone,

 

So I just clean downloaded GTA V and installed LSPDFR with the latest setup downloaded from this site (0.4.9 (8021)), but when I try to launch the game and then run Rage Plugin Hook it immediately crashes. This is what RPH gives me:

I currently have not changed anything in the RPH configuration except "Force Windowed Mode" so it doesn't soft-lock my PC and require a restart everytime. All other settings have not been changed and left as they were on install. I don't have ANY mods/plugins/WhateverTheFug installed other than LSPDFR and my system should be good enough to run this (I know it is because it has run lspdfr heavily modded a few months before.) These are my specs:
CPU: i5-3470
GPU: GTX 1050ti
RAM: 16gb DDR3
Storage: 250GB SSD, 1TB HDD (GTA is on HDD)
Operating System: Windows 10 Home


I'm extremely stumped and don't know what else to try to fix this. I already have:
- Launched RPH with elevated privileges
- Added the "Grand Theft Auto V" Folder and the "RAGEPluginHook.exe" as exceptions in Windows defender (I don't use any other Anti-Virus/Security Programs)

- Disabled real-time protection in  Windows defender
- Tried running RPH after the game was already in a loading screen
- Tried running RPH only and letting it start the game itself
- Disabled Nvidia GeForce in-game overlay 
- Troubleshot compatibility of both GTA5.exe and RAGEPluginHook.exe and set them to be optimized for Windows 8 (random tutorial I had found)
- Set Plugin timeout threshold to 60000
- Tried launching with "Use Minimum Settings" ticked
- Tried launching with DirectX 10 ticked
- Tried launching with DirectX 10.1 ticked
- Tried launching with DirectX 11 ticked
- Used the latest Rage Plugin Hook from the official website (RAGE Plugin Hook 1.87.1293.16189)

- Reinstalled the whole of GTA V

I have been sitting on this for the past 2 days, it is currently 4:09AM, please help.

Do not use 1.87 version. That's outdated. Use the RPH version that comes with the newest LSPDFR download 1.89 version.

 

Start with installing the newest LSPDFR verison (newest RPH 1.89 included)

Have you updated gameconfig, scripthookv, trainers, ragenativeui and mods folder via openiv?
