Hey...so ive played some lspdfr with and without cool plugins/mods....i think one of the worst thing that i did was watching people like SteveTheGamer55 or 

Double Doppler...it made me wanting to download every single plugin/mod in the world...and some pc's cant run everything....so i would like if someone could please help me build a list of 2 options

1.gameplay- mods/plugins that will make better gameplay like callouts and grammar police/vocal dispatch

2.visual- gun sounds/cars/clothes/better graphics all of the things that are unnecessary but will make the game look beautiful

i think it would be amazing to get links or make a list that will be easy to work with and every single person would be able to download the mods/plugins/etc

Yeah, when you see those gamers on YT you might start wanting some of their equipment.   They have been doing their thing for a few years and have build a fan base where they are making decent money so they can invest in those things.  Or if they are really really popular some companies will give them free stuff in return for using it on a future video and giving credit.  I am just talking about equipment like headsets, multi monitors, joysticks, steering wheels to make it a real cool experience.  I personally am just a keyboard and mouse player.  Yup, not even a controller for me.  I wouldn't might at least a controller but it would be learning it, configuring it and key changes to optimize it the best.  That's more then I want to figure out right now. I still get a pretty cool running game with mods/plugins, addon vehicles and I have a mid-range desktop.  Sure, LSPDFR, RAGE or GTAV will crash at times, some more frequent than others and there are plugins that should be avoided because they are outdated.  So check out Rich's link.  You don't need a gaming computer to play lspdfr.
