Lights dim in morning bright at night

In the morning my lights are complete shit, they look off-colored and not bright enough.

In the night they're half-decent, lightbars outside of the wind shield shine bright while ones inside the car are dim.

 

(i also tried cleaning my car and resetting tint which was no help)

 

I've read about 15 other topics and none of the solutions have helped.

 

For those wondering my ultrafx are on high, and shader quality on high, particle affects on high.

 

my settings for my lights are this

car.defaultlight.day.emissive.on    6000.00
car.defaultlight.night.emissive.on    1500.00
car.defaultlight.day.emissive.off    0.00
car.defaultlight.night.emissive.off    0.000
