Strange, ELS lights flashing on buildings

Ok so i recently installed ELS v1.05 and also Better Radiance V2 3.0.0 and also Improved Taxi By Roulge.. and also increased enviermental lighting and when i installed that
they was like  6 choices of that to install so i chose brighter + reduced traffic advisor they had other choices such as Bright, bright + reduced range, Or Bright +

Reduced Traffic Advisor, then Brighter, then Normal (Stock Version)
but it may be these causing the problem i have , i notice Flashing blue and red lights on buildings even when my lights are not on.
Some times i'll turn the lights on and then When i turn them off it goes away, and some times not or if i drive a distance away then return the lights are gone, and some times not,. 
So was wondering if any one had that problem and know what the cause is, wondering if it's the  Enviermental lighting pack that causes this??

I've had that happen to.  In my case it was an AI traffic stop in the area.  In Paleto Bay there is a traffic stop that spawns in the Ammunition parking lot.  I use RadianceV and it's not perfect but for the most part I'm fine with it.  Maybe I'll look for something different.  Anyway, where a traffic stop has spawned, I've seen the lights bouncing off buildings 2-3 buildings down the road and bouncing off the building walls where there is no way lights could reflect from that angle.  It's just a problem with some visualsettings like RadianceV.  Look around the area and there should be an AI traffic stop where the AI has their lights on.  Once you get close to the stop, the AI is just finishing up and the officer goes back to his car and turns the lights off.  Then you could go back to that area where you were and the lights should be gone.  It has to be a traffic stop around the corner somewhere.
