The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Added my car choices, however, vanilla cars continue to populate instead of my car choices. I have deleted and re-added my mods folder as well as the same for Open IV. Not sure what else to do. Bro same i reinstalled EVERY F ING THING even plugins everything for 3 times already, still doing the samething. Have you found the issue to the bug?
