when i go to duty the world (Roads, Buildings, etc) start to lose it texture and when I try to go back to the last location I was before I go to duty, I see (The Player I was using before the duty (Franklin, etc)) he Standing right there and when I kill him the texture back to normal and sometimes it won't.

This has been an issue for some.
You could try going into your lspdfr.ini that is located in the lspdfr folder in your game directory. Near the top of the ini, you will find this
"Main.PreloadAllModels = true"
if you replace true with false, that may fix the issue
