The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I’ve been having this same issue, but mainly with pursuits or when having to chase someone on foot.

 

Just reinstalled GTA V to start playing again. Fresh lspdfr, no other plugins or addons. 
 

After a pursuit or foot chase, when the suspect stops, usually after a taze, he just stands there with hands raised and I cannot interact. Other units depart and left standing there. Most recently was a pursuit that appeared while I was performing a traffic stop with callouts disabled. So I joined the pursuit, only to it be able to detain and arrest the suspect.
