The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

It says the following: EUP Menu: The following DLC(s) are not present: patchday4ng.
[8/2/2021 11:09:16 PM.996] EUP Menu: Please ensure your game is up to date and your dlclist.xml in /update/update.rpf/common/data/ contains entries for those DLCs.

 

I go into that file, and it is there (I will attach it below)
