hey, i hope this is the right place to do this.

i recently realised that when i play lspdfr, the criminals and other opponent peds and even buddy cops won't shoot

they would aim at me and other peds but no bullets come out and no sound is made rather they just remain there as if they're firing.

if anyone knows why this issue is caused, please help.

This has been fixed in the latest update. Re-download LSPDFR and put everything into the Main Directory except the Plugins and lspdfr folder from the download.

I was having this issue before, all you have to do it just reinstall LSPDFR

all you have to do is download the lspdfr update, they updated it soon after the Los Santos Tuners update. 

worked for me, no need to reinstall the game.
