The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

So I want to play both LSPDFR and Gta Online but I have to go through the process of deleting all my plugins and LSPDFR itself. Just to play Gta Online. Then I have to reinstall it all again. So does deleting LSPDFR also delete my plugins?

    No it wont as you have not deleted the plugins or mods folders. I would recommend that you create a copy of the base game and set one up for LSPDFR and leave one to play GTA Online to avoid the back and forth of the installing and deleting
