The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Should be able to. You just add the lines to the Vehicles section for the respective agency. I highly recommend getting Ultimate Backup first as this will add on these agencies to the already existing ones in Ultimate Backup.
