Is there a way to run lspdfr without WiFi connection? I have everything downloaded my WiFi just isn’t fast enough for rage to work help please. 

No it does not work you either need wifi, Ethernet, or a hotspot.

You need to add the GTA V Main Directory to the exceptions list for whatever anti-virus you have. Here is a guide for several anti-viruses on how to add exceptions:

Then once you have done this, re-install RPH and then restart your PC and try again.
