Gta Wont Start

When I try to run the launchGTAIV.exe it comes up with social club at that moment i click play offline and the little wheel comes up and it does nothing help? thanks

Make sure you run the game as administrator and update to 1.0.7.0

any suggestions and btw im running windows 7 on bootcamp through a mac but that shouldnt change anything. Is all hope lost or is there still a chance of getting this amazing mod to work
