I've used many mods to fix this problem, but none worked.

They work for the normal GTA IV, but not EFLC.

Do you now a mod that fixes this problem that works for EFLC?

Traffic flow should usually fix the bug both in IV and EFLC. Did you already try it?

This one doesn't take from a queue of 20 preset cars, but works to randomize ALL cars in the game. Its honestly one of the best out there. If you use it, be sure to set "CustomDensity=1" in the file itself to get it working.

Haven't tried this yet, but it apparently can work in conjunction with TrafficLoad too: http://www.gta4-mods...ook-beta-f17863
