The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Does it crash when you launch just GTA V? If so, rename mods to _mods and try launching GTA V again. If not, that means the issue is RPH and we can go from there.
