The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Then go to GTAV/Plugins and rename the LSPDFR folder to _LSPDFR

So it is most likely a plugin in there then. Sadly your log doesn't give an indication on what that might be.

Reenable that folder then remove the contents to your desktop. Then slowly re-add them a few at a time. 
This way you should be able to root down the plugin causing it.

I figured out what plugin was causing that issue, it was the auto panic button. So textures out in the county seem to be fine however I'm having issues in the city with textures now flickering and cars looking like they're driving on air and the ground disappearing in front of a ways.

Makes sense since the city is more dense.

Alright so I did a fresh LSPDFR install with all mods and everything from a clean copy of GTA 5. I'm still receiving texture loss especially in the city, county for the most part is fine besides some small texture popping here and there. I disabled my mods folder and it seemingly made a difference in the city but still noticed some small texture popping in and out on buildings. I took some screenshots of the texture issues I am having in the city if you would want to see those. Also on a side note I'm not using any callouts that are older than the most current LSPDFR update. On another side note my computers anti virus tried to flag section136 callouts as unsafe not sure if that has anything to do with it. I'm kind of at a loss

I'm not having issues all the time which is weird. Sometimes it's really bad sometimes it's not and it only seems to happen when i'm on duty

How interesting. Just so you know, S136 is virus free but would be unrelated.

You may want to consider lowering texture quality in the GTAV settings and see if that helps.
