The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Not quite out of the woods yet!

This means you have an issue in your mods folder. Revert your previous changes, re enable it by renaming it back, and see if it works.

    Mhm. Try moving your meta out of your mods folder and retry.
    That way it will use the game default vehicles.meta
