Traffic is gone

I have a problem. I was playing LSPDFR normally until I entered options and saw the thing "Go to Apartment". I didn't know I had an apartment so I decided to check it up. I got off duty and teleported to the apartment. After leaving it and going back to Los Santos I saw there is almost no traffic, there is like one car every 5 streets I ride through. Before I went to the apartament everything was alright, same with Blaine County when I was heading to LS after visiting apartment. I have couple mods but I don't think they are the issue since it worked well before, but I will list them below if it's needed:
Stop The Ped
Ultimate Backup
Police Tape
Assorted Callouts
LSPDFR Chroma
Regular Callouts
Typical Callouts
United Callouts
Also, after a while of riding around I requested a call and I got traffic control assistance one. I was riding there and I heard bunch of explosions. This is what I saw after I continued riding to the call I got
