I first Encountered this problem on February Tenth 2021.  I would try to load  the game through RPH.  An error message showed up.  I then tried to revert to a previous version and nothing would happen.  Then I just try launching the Game like normal, still an error message.  The Rockstar games launcher couldn't launch GTA V. here is a screenshot of that message PLEASE HELP.    I verified integrity of game files 5 times. I also don't have enough space on my hard drive to backup files.  And the backup I did make only backup the GTA V folder with a folder that said Disk 1, and nothing else WHY?  I NEED HELP.

This error happens when you either have -scofflineonly in your commandline.txt or you are using a backup with a downgraded version. You will have to wait for Rage to update.

 

If you are not using RagePluginHook and wish to play without it, then delete GTA5.exe then verify your game files.
