But I have no idea how to use this. 

It won't be something you use but will add more slots for EUP.

All I can suggest is reinstalling that uniform pack making sure to replace/install all files.

As I'm not a user of EUP, if that doesn't help, I may not be able to assist.

As an example I want to install this, then where do I always find the garments? Because there are some mods that you can not simply select when going on duty:

This would just replace the existing uniforms with EUP.

So you'd use EUP menu.
