ELS Lights not loading(?)

I am not entirely sure why ELS Code 2 lights not working. As you can see when I go code 2, only one side of the light strobes work. However, when I go full code-3, all lights work fine. I am not sure why this is happening. Also, as you can see, my indicators are always illuminated.
