The game would run buttery smooth until I replaced police, police2, police3, and police4 with custom vehicles. Now when I use the custom vehicles the game has random moments where the game seems to go into slow motion. It happens every few seconds and it lasts for about half a second. The cars are ELS and I tried this with multiple different vehicle packs and I have the same issue.

I'd suggest lowering your graphics settings. Looks like your system is struggling to cope.

I never have texture loss and according to the graphics settings I still have 3gb of memory left to use

By the way it goes into slow motion it makes me think that its a cpu thing, not a graphics thing. the framerate stays the same but the game randomly goes into slow motion and it only happens when using a police car. If there are no police vehicles nearby then it's fine. I drove around with a random citizen vehicle and it was fine.

When you say slow motion do you mean stuttering or do you mean smooth slow motion - like a special ability?

It's a smooth slow motion. I could record a clip of it if you want.
