The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Rename mods to _mods and try again. If that works, install the gameconfig by F7YO linked below:

I recommend using the 1,5x Peds and 1,5x Traffic. The readme has the installation guide for successfully installing it.

 

You will also need the Packfile and Heap Adjuster. They will be installed into the Main Directory.
