The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

If it doesn't work, rename your mods folder to _mods.
If that method worked, check your mods (cars, peds, etc...)

Installed the files you sent from the gta5 mods links but I don't think they did anything and game still crashes when it's in the loading screen.

Game does load perfectly without RAGE all the way to the menu and then it crashes to desktop without any error messages somehow when it says "Loading Story Mode"

This is an issue with your game files then.
Rename your mods folder to _mods and see if the issue persists 🙂

That has been done and it somehow does load perfectly.
