I downloaded the Britsh ambulance motorcycle (Nrg900) so i installed it with sparkiv like i do with all the other vehicles but as expected the led's and siren didn't work and just has a regular horn. SO i reinstalled it as noose and when i spawned it, it was on it's side and missing 1 or both wheels and i can even get on it... what did i do wrong?

The game wants to treat it as a 4-wheeled vehicle (because noose is a car), not a 2-wheeled bike. You can actually add a "policeb" slot to your game, which will make the lights and siren work (cars won't pull over, but it's a bike, so you can just go around them). The mod is here.
