The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

OpenIV duplicate mod file

So I was importing cars into openIV, and everything was working mine. But then I could never get the lights to work, so I started researching.  I found where a guy said to change the mod file to _mods and it worked, so I did. Well now my cars aren't even load in, and I don't know what to do. It won't let me remove the file either.

You can rename the mods folder in the Main Directory (not in OpenIV) and change it back to mods. If ELS isnt working, I want you to go in-game and press Ctrl + P. Let me know if a panel pops up. If it doesnt, that most likely means that you dont have ScriptHookV installed or you either installed the XML file incorrectly or not at all.
