GTA IV: The Complete Edition Crashing When New Game (Original Steam)

i've been playing gta IV since the Rockstar intervention, and i've been enjoying it a lot, i already had a save in 2019 from windows live, so when i finished the game last week i wanted to restart the game, but when i restart it just crashes, and the only forum that i found about this was in this site from 2013 but the problem was not resolved, so i am scared that there is no way of solving it, i've already uninstalled the mod menu, reeinstaling the game, verifyed the game cache, deleted the game cache from documents, reeinstaled rockstar  launcher but nothing is working
