The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Will my 70+ GB Mods folder be affected after the DLC update also? what are the necessary backups besides waiting for Alex Blade's ScripthookV release?

If I'm not wrong you'll want to back up any modded files in your update.rpf and then wait for the scripthook V update, RPH update, Gameconfig update for addons and all the other normal stuff. Unless this update it different somehow it shouldn't affect your mods folder aside from the update.rpf.
You will have to do some changes in your dlclist when the update is out so it loads every packfile, if you have any addons at all that is.
