The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Couple of things to try:

Add the GTA 5 Main Directory to the exceptions list for your anti-virus. You will have to look up how to add folders to the exceptions list for your anti-virus. Then re-install RPH.

Launch GTA 5. Once it opens, tab out and launch Task Manager. Right click the GTA 5 exe under Current Tasks and select Go To Details. It will auto-select an exe in the details section and you will right click and change Priority to High. Then re-install LSPDFR.
