Hello, I just hoped on lspdfr today to play a little bit when I noticed something unrelated to this ticket was wrong, so I exited the game to fix it (Note the that sirens were perfectly fine when I left), But when I got back into the game, went on duty, spawned my car and got in, the wail siren (Primary Siren) turned on and I couldn't turn it off, even when I blew up the car to try to stop it.

    Try just reinstalling ELS. It should keep all your els .xml files. If that doesn't work, what exactly did you change when you exited the game?
