I think I know what you need to do, Set your threshold timeout to 60000 and see if it launches

Ok anyway I followed the video but I added rph as an exception, did I do it right?

As soon as the game opens, it closes immediately and always tells me "slow system or insufficient permissions"

so once it says slow systems and insufficient permissions rph and gta 5 window closes?

Gta 5 opens and closes immediately and then the rage plugin hook tells me the message.

Its in your Gta 5 directory Do you know the button that you press to launch rph, there should be a file called ragepluginhook and its a readme. Let me know if you have any questions.
