The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

okay thanks, I noticed that you have quite a few mods in your directory, What I think you should do is reinstall gta 5 and add back lspdfr but without any mods or plugins to see if it launchs!
