1) no need for caps,

2) I don't think there is enough of the regular siren to record it, it's mostly the yelp/wail

3) Google is your friend, after doing a search for the term "GTA IV New York State Police Siren" I got this link http://www.youtube.com/watch?v=fNXZ-IvScAo which has a link in the description to the sirens.
