Hello I am Having problems with the law enforcement SUV's for example the FBI SUV and The park ranger SUV and the Sheriff SUV they keep spawning next to me and when I try getting in It keeps crashing my game and I don't know what to do about it 

What I understand from this is you can spawn the FBI2, Sheriff2 and PRanger slots but when you try to get in the vehicle yourself the game crashes, no other slots cause this issue. Have you tried with different models?
Please send your RagePluginHook log, it may have an answer to why the game keeps crashing.

I assume what I said is correct then,
Do all of the following and see if it makes any difference towards anything
Increase Plugin Timeout Threshold to 60000

Remove Arrest Manager, it is outdated
Remove Assorted Callouts, it is outdated
Remove Crazy Callouts, it is outdated
Remove Police Smart Radio, it is outdated
Remove Traffic Policer, it is outdated

XScanner may cause issues

Based off the fact you already have some of Bejos plugins like StopThePed I assume you already know the site, replace plugins by Albo with ones found there, Smart Radio has no replacement though

I think I know this problem. I had it once myself.

It is caused by a bad vehicles.meta 

Replacing it with the default version should fix the problem.

What If I have Vehicles that need  the vehicles.meta and I don't remember what they were wouldn't it crash my whole game?

 

Sadly only you know what edits you made on that meta file. You either have to reverse these changes or will have to go to a backup or a vanilla file.

Do I have to remove the Albo1125.Common file and the dll too?

Not necessarily - they won't cause issues and other callouts rely on them as a dependency
