When I load into game, my DLC and replace cars won't go in. The cars spawn as the regular ingame cars.

First thing, what patchday are you installing the replace cars into?
Second thing, are you editing dlclist.xml to tell the game to read the addon dlc packs?

For replace vehicles make sure you are using Patchday22 

 

And obviously in a mods folder: D

I am using patchday 22 and putting in the dlc list in the correct place.

 

Please send a screenshot of your dlc list. What is the directory inside patchday22?

I had to take two.

Unless the packs are missing from the dlcpacks folder I don't know.
Do you have the OpenIV ASI loader and OpenIV.asi installed?

Sure do!

In that case I honestly don't know whats going wrong with it, someone else probably does though.
Back on the replace vehicles not working, are you installing into mods/update/x64/dlcpacks/patchday22ng/dlc.rpf/x64/levels/gta5/vehicles.rpf?

I am, I just tried again and when I close out of OpenIV, nothing saves to my mods folder.

 

That is odd, ensure you are in edit mode. If you already are try uninstalling and reinstalling OpenIV and making sure its up to date.

It stayed in my mods folder this time. I gonna finish adding update and x64 folder to the mods folder then launch and see what happens.
