The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I don't know if its after GTA V updated or LSPDFR update but, when i spawn a '13 or '14 Tahoe it spawns; however, it spawns with what appears to be missing textures. I have installed and reinstalled different models but I get the same result. is anybody having the same problem or is it just me?

I originally had BlueGhost's Unmarked Tahoe as an addon vehicle in patchday22 and then I removed it after I saw the issue,  so I tested it out by  replacing a vehicle in another DLC Pack and got the same result

No, Naturalvision will not cause that, a bad ENB preset may though.
That issue could be from a lack of access to textures that it needs. If you are using BlueGhosts unmarked pack like I think you are make sure you are leaving the vehicles as they are packaged, they're like that for a reason.

ok....Are there any good ENB that you would suggest?  

I have tried various different 2013/2014 models, marked, unmarked, and slicktop, that were not part of a package that has given the same result.  

Depends, if you are using it through the Rockstar store I don't know.
On steam you will right click the game on your menu and then select properties you'll see this

After you get in that select the local files tab then click "verify integrity of game files"
 

On Epic Games click the "..." option and then click verify, keep in mind this will revert all files that come with the game to vanilla so make backups first.
