Yes that disables your mods folder, that was to test if that was the problem. Are the vehicles you installed addon?
If they are install these:

https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars

https://www.gta5-mods.com/tools/packfile-limit-adjuster

https://www.gta5-mods.com/tools/heap-limit-adjuster-600-mb-of-heap

If they are replace where did you install them

They are replace. I installed them in vehicles.rpf in the same patchday as the old cars I had in. I was getting bored of my previous liveries and cars so I installed new vehicle packs with high ratings and reviews and it broke my game.

Yep, however I did change the handling lines like I always do in vehicles.meta and its happened to be before where i misspelled something and it causes the game not to work. I've went over everything probably 12 times to make sure it looks good and it does. I'm probably just going to check a couple more times and if I cant fix it ill just use my most recent backed up mods folder. I was just curious if something else might have been causing it to crash. Thanks for the help.

You might want to try these https://forums.gta5-mods.com/topic/19337/fix-for-game-memory-error-may-2018-by-police18651 if you haven't already. This is usually the issue when it comes with loading car mods and crashing in GTA 5.

Should add that there is a lot of room for error when you do this. I would save them to your desktop and see if the game loads with the vanilla files : D
