The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

According to the log, something is being used in another process.

 

Exception type: System.IO.IOException

Was anything else running at the time when you launched GTA?

Maybe a browser? 

Something was using the files in the GTA directory.

Did you have OpenIV open at the time?
