The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

    The odd thing is that there don't seem to be any errors in here it just stops. I would get all the needed files for LSPDFR 0.4.8 from the manual install and drag and drop them incase you are missing them.

    If they aren't plugins in GTAV/Plugins/LSPDFR then yes but no callout packs could cause this as they are ages away from even loading. Did you update your Mods folder when you updated GTA V?
